  1. Is the following opinion controversial and, since I presume “yes”, why? It seems right to me but I don’t think that’s a widely shared opinion but I’m not sure why is isn’t a widely shared opinion:

    The best (most economically efficient, socially responsible, etc.) way to rejuvenate downtown Berkeley is to give public incentive to economic development in SW Berkeley and other parts of W Berkeley. “Downtown plans” (any of them) can not “do the trick”.
